I doubt it, it would be a lot of hassle to sneak them in (especially since our last president tried to turn the country into North Korea). But I have seen tobacco seeds (Nicotiana tabacum) for sale on a number of websites... they even urge us to buy them and "grow our own tax-free smokes" (their words not mine!). There are leaf shredders, stuffing machines, and all sorts of stuff which someone can use for cranking out hundreds of bootleg butts a day for next to nothing.

Also found Nicotiana rustica seeds, aka Russian Red... the site that sells them says something like "suggested for research use only". But N. rustica is said to contain as much as 10x the nicotine as regular N. tabacum, so I believe the time will not be far off when some guy out there will put 2 and 2 together. Then it will no longer be about enjoying the taste, it will be all about chasing the high.
